Council Meeting Highlights

imageThe following summarizes the Nov. 19, 2015 Regular Council meeting.

This information is provided in accordance with Council’s Strategic Priority – Governance and is in keeping with the City’s commitment to the principles of openness, transparency and accountability.

Proclamations
Mayor Formosa proclaimed Adoption Awareness Month November and A Day for our Common Future December 11.

Powell River Emergency Assistance Agreement
Council renewed the Powell River Regional Emergency Assistance Agreement between the Powell River Regional District, the City of Powell River and the Sliammon First Nation for a further 5 years.The agreement’s premise is that no single area within our region has enough local resources to respond to a major emergency or disaster and regional coordination of resources provides for a more effective emergency response.

Memorandum of Cooperation
Council approved a Memorandum of Cooperation between Zhuanghe, Dalian, Liaoning, China, the City of Powell River, and the Sliammon First Nation. The memorandum suggests creating business relations and working together to pursue projects and economic development opportunities in areas such as education, forestry and timber/lumber and related industry, ocean resource, seafood, culture and tourism, import/export trading, shipping and port logistic, and big data platform to support trade.

Crossroads Village New Library Temporary Borrowing Bylaw 2430
Council adopted Crossroads Village New Library Temporary Borrowing Bylaw 2430, a bylaw that allows the City to temporarily borrow the funds for the new library until the Municipal Finance Authority (MFA) issues its spring funding of loan requests. MFA only funds long-term borrowing twice a year so Bylaw 2430 is a temporary borrowing bylaw to allow the City to proceed with the purchase and renovations of the new library. Long term borrowing Bylaw 2391, 2014 was approved after last year’s referendum and will be submitted in the MFA spring funding.

South/Westview Harbour Rates and Regulations Bylaw 2431
Council adopted South/Westview Harbour Rates and Regulations Bylaw 2431, a bylaw to establish the rates and regulations for the operation of the Powell River South/Westview Harbour.

North Harbour Rates and Regulations Bylaw 2432
Council adopted North Harbour Rates and Regulations Bylaw 2432, a bylaw to establish the rates and regulations for the operation of the City of Powell River North Harbour.

Willingdon Beach Campsite Amendment Bylaw 2433
Council adopted Willingdon Beach Campsite Bylaw 2413, 2015, Amendment Bylaw 2433, a bylaw that amends Willingdon Beach Campsite Bylaw 2413 by addressing issues and concerns expressed by the public.

Call for Action on Energy and Climate in the Building Sector
Council approved signing on to the “Call for Action on Energy and Climate in the Building Sector” The Call for Action supports the B.C. government’s commitment to implement a new Climate Plan and sets out expectations that will lead to a strong economy with opportunities for all British Columbians, a province powered by clean energy, a more equitable society, cleaner air and water supporting healthy communities and ecosystems, protection from a changing climate and notes that built environment offers unique opportunities for carbon reductions and economic growth leading to the transition to a clean energy economy.

Release of February 19 In Camera Resolution
Council released In Camera resolution 15-7 adopted February 19, 2015 regarding an inadvertent Council remuneration overpayment going back to 2013 and the direction given to address the overpayment.
